Neil got the flip-chart out in the NTI newsroom the other day and the blood drained from all of our faces. Not again, we all thought. He does this every now and again, draws squiggles and mind-maps on huge pieces of paper, telling us about some dead Bulgarian bloke and the power of the mind. We all intently get on with ignoring him and planning our lunch breaks, but it makes him happy. I recall the time he told us that section 76(8) of the Police and Criminal Evidence Act 1984 specifically says that police should not use 'oppressive techniques', which are defined as 'including torture, inhuman or degrading treatment, and the use or threat of violence (whether or not amounting to torture)'.
